Помню будто видел где-то такое в 2 этажа. И это здание явно надстроено.

Да, надстроено. В этом же районе есть ещё в разных кварталах дома - изначально 2-этажные, впоследствии надстроенные до 3-4 этажей в духе 447С серии.
